Norfolk and Waveney University Hospitals Group

The Queen Elizabeth Hospital King’s Lynn (QEH), the Norfolk and Norwich University Hospital (NNUH), and the James Paget University Hospital (JPUH) have come together in a group model called the Norfolk and Waveney University Hospitals Group, however, each of the hospitals will continue to operate under its own name. Below are our board of directors.

David Roberts
Interim Group Chair

David Roberts

David is a healthcare executive with more than 35 years’ experience across government, public and private sectors in the UK and internationally.

His previous roles include Chief Executive of University Hospitals Coventry & Warwickshire NHS Trust, Director General of Health and Human Services in Tasmania and board member of the King Faisal Specialist Hospital & Research Centre in Saudi Arabia. He was also Global Health Industry Leader with the professional services network EY and currently holds various non-executive and chair roles.David has contributed to a range of international health reform initiatives and continues to advise organisations on governance, digital strategy and system improvement. He has held academic and advisory appointments in the UK, Australia and the Middle East and remains active in supporting leadership development and organisational change across global health systems.

Professor Lesley Dwyer
Group Chief Executive

Professor Lesley Dwyer

Professor Lesley Dwyer was the Chief Executive of the Norfolk and Norwich University Hospitals NHS Foundation Trust from March 2024 until she was appointed to the Group CEO role.

With 30 years healthcare management experience, Prof Dwyer has been the CEO of Central Adelaide Local Health Network over the last five years, the biggest health authority in South Australia with more than 18,000 staff.She was Chief Executive of Medway NHS Foundation Trust in Kent between 2015 and 2018, where she helped lift the organisation out of quality Special Measures and into a well led “Good” rating from the Care Quality Commission.

Jo Segasby
Group Chief Delivery Officer

Jo Segasby

Jo Segasby has been appointed as the Group Delivery Officer and Deputy Group Chief Executive of the newly formed Norfolk and Waveney University Hospitals Group.

The Group Delivery Officer will perform a key role in developing the structures for the new Group, managing performance and driving clinical transformation, as well as overseeing the two new hospital programmes at both the James Paget University Hospital and the Queen Elizabeth Hospital King’s Lynn.

Marcus Thorman
Group Chief Finance Officer

Marcus Thorman

Marcus Thorman was appointed as Group Chief Financial Officer in March 2025.

Having started in the NHS on the graduate scheme, Marcus has subsequently been a CFO in several trusts including a District General Hospital, a Specialist Trust, a Teaching Hospital and most recently within the group model at Manchester University NHS Foundation Trust.

Dr Rob Sherwin
Group Chief Medical Officer

Dr Rob Sherwin

A Consultant Obstetrician and Gynaecologist, Rob was previously Medical Director for Specialised Commissioning and Health and Justice in NHS England, East of England for four years.

Dr Sherwin's portfolio included strategic leadership across specialised services, equity-focused commissioning and regional medical governance.He trained in medicine at Pembroke College, Cambridge, and the Charing Cross and Westminster Medical School in London. After initial clinical posts in London, he returned to the East of England to train in Obstetrics and Gynaecology at the Rosie Maternity Hospital, Cambridge, Hinchingbrooke and West Suffolk Hospitals.Following his PhD and completion of his subspecialty training in Urogynaecology, he was appointed Consultant Obstetrician and Gynaecologist at the Whittington Hospital in North London. During his time there, he held several leadership roles including Clinical Director for Obstetrics and Gynaecology, Director of Research and Development and Associate Medical Director with responsibility for Appraisal and Revalidation. He also served as a Specialist Advisor to the Care Quality Commission, Secondary Care Representative on Bedfordshire CCG, and National Lead for Women’s Health for the Getting it Right First Time (GIRFT) programme.Rob subsequently worked in Auckland, New Zealand, as Director of Women’s Health at Auckland District Health Board, where he led a large multi-disciplinary team and oversaw regional and national services including maternal-fetal medicine, gynaecological oncology and community midwifery.

Rachael Cocker
Group Chief Nurse

Rachael Cocker

Rachael, who is currently Chief Nurse at Norfolk and Norwich University Hospitals, will take up her new role from 15 December on a year-long secondment and will continue her NNUH role until 5 January 2026.

Rachael has worked at NNUH for over 30 years, commencing with her registered general nurse training in 1991 with Broadland school of nursing and she later undertook training with the University of East Anglia as a registered midwife.Throughout her career she has held various nursing leadership roles, gaining experience across all areas of healthcare delivery within the organisation. She is committed to upholding high standards of patient care, fostering interdisciplinary collaboration and ensuring the smooth operation of nursing, midwifery and Allied Health Professional services.

Ed Prosser-Snelling
Group Digital Director

Ed Prosser-Snelling

Dr Ed Prosser-Snelling, Group Digital Director, is an Obstetrics and Gynaecology Consultant who continues to work as an endometriosis surgeon.

Ed joined the Norfolk and Norwich University Hospital in 2018 as a consultant and, shortly after, became Chief Clinical Information Officer and executive lead for digital health, joining the Trust Board as a non-voting member in 2022. He’s been instrumental in building the network of clinical and digital leads across Norfolk and Waveney hospitals that was essential in driving collaborative digital transformation. As an alumnus of the NHS Digital Academy, he’s led initiatives to improve IT infrastructure, cybersecurity and clinical systems, securing both board support and national approval for a digital strategy that includes a new Electronic Patient Record system.

Ian Walker
Interim Group Director of Governance

Ian Walker

Ian Walker has joined us as Interim Group Director of Governance. His role is to lead the development of our group arrangements for corporate governance and risk management.

He was previously Director of Corporate Affairs at Cambridge University Hospitals NHS Foundation Trust and, prior to that, Director of Corporate Affairs and Trust Secretary at Barts Health NHS Trust in East London for 14 years. Before joining the NHS, Ian worked at HM Treasury where he undertook a wide range of roles, including on health policy and funding. Ian's role at NWUGH is to lead the development of the Group arrangements for corporate governance and risk management.

Michelle Arrowsmith
Executive Managing Director - QEH

Michelle Arrowsmith

Michelle joined The Queen Elizabeth Hospital as Executive Managing Director in January 2026.

Dr Shane Gordon
Executive Managing Director - NNUH

Dr Shane Gordon

Dr Shane Gordon was appointed as Executive Managing Director of the Norfolk and Norwich University Hospital in November 2025

He was previously Interim Executive MD at the James Paget for six months and, prior to that, was Director of Strategy, Research & Innovation at East Suffolk & North Essex NHS Foundation Trust (ESNEFT).He has 18 years of senior NHS management experience in transformational change, strategic and local commissioning and acute hospital leadership.He’s also Vice Chairman of the East of England Clinical Senate and a lapsed member of the Royal College of General Practitioners and a member of the Royal College of Surgeons.

Jonathan Gardner

Jonathan joined the James Paget University Hospital as Executive Managing Director in January 2026.

Dr Rebecca Martin
Medical Director

Dr Rebecca Martin

Dr Rebecca Martin, an experienced leader with a sharp focus on high quality patient-centred care, joined the team in September 2023.

Her role comes with a broad remit of responsibilities including professional leadership of medical staff and development of the medical workforce; supporting the delivery of the Electronic Patient Record system; supporting the use of technology and digital innovation to enhance service delivery and developing the Trust's approach to clinical standards and clinical prioritisation.Dr Martin graduated from the University of Nottingham and completed her specialist training at the Nottingham and East Midlands School of Anaesthesia.She worked at Mid Essex Hospital Trust in Chelmsford for almost 17 years from and was a Consultant in Burns Anaesthesia and Intensive Care.She was the Trust's Deputy Medical Director for three years until February 2020 when she joined East Kent Hospitals University Foundation Trust as its Chief Medical Officer just days after the government announced there would be a review into maternity and neonatal services led by Dr Bill Kirkup.Dr Martin has been a member of the Executive Committee of the British Burn Association, the National Organiser and Course Director for the 'Emergency Management of Severe Burns' course and a member of the Clinical Reference Group for Burns.

Sarah Kelk
Acting Director of Finance

Sarah Kelk

Sarah Kelk began her NHS career at The Queen Elizabeth Hospital in 1998 and has since dedicated over 25 years to finance leadership within NHS commissioning organisations across Cambridgeshire.

Her experience spans transformation, contracting, commissioning, and financial strategy, giving her a deep understanding of the complexities of healthcare finance.Throughout her career, Sarah has provided financial leadership to significant projects, including Workwell, which supports people returning to work after ill health or long-term conditions, and the UEC Vanguard programme.She has also held a substantive role as Deputy Chief Finance Officer, where she worked closely with a wide range of partners across the Cambridgeshire system. This included acute, community and mental health providers, local authorities, and organisations in the independent and voluntary sectors, ensuring collaborative approaches to financial planning and system-wide sustainability.Sarah is a chartered accountant and is a member of the Chartered Institute of Management Accountants.

Dawn Collins
Interim Chief Nurse

Dawn Collins

Dawn trained as a nurse at The QEH in 1986 and has 40 years’ experience including senior nursing leadership roles across acute and mental health services.

Her career has included senior positions in Yorkshire, at Norfolk and Norwich University Hospitals NHS Foundation Trust, and most recently as Director of Nursing and Director of Infection Prevention and Control at Norfolk and Suffolk NHS Foundation Trust. Dawn has extensive experience in clinical leadership, infection prevention and control, patient safety and workforce development. She played a senior leadership role during the COVID-19 pandemic and has led several quality improvement initiatives. She is passionate about delivering safe, high-quality care and supporting nursing teams to thrive.

Richard Parker
Interim Chief Operating Officer

Richard Parker

Richard has held a wide range of senior roles across acute, community, primary care and the independent sector, including as managing director of a hospital and as chief operating officer of a large acute trust.

John Syson
Director of People

John Syson

John initially joined the team in an interim capacity before being appointed as Director of People in July 2023.

He has worked in the NHS for 20 years and joined from Bedfordshire, Luton and Milton Keynes Integrated Care System.Prior to this, John was Director of Workforce at East of England Ambulance Service NHS Trust and was Deputy Director of Workforce and Organisational Development at Royal Papworth NHS Foundation Trust.He has extensive experience of workforce planning, managing, inspiring and improving HR teams, forging relationships with trade unions, and managing complex and challenging employee relations issues.

Carly West-Burnham
Director of Strategy and Integration

Carly West-Burnham

Director of Strategy and Integration Carly West-Burnham Carly has worked within the West Norfolk health and social care system since 2007 working in senior operational and corporate roles within the Trust and wider Inegrated Care System (ICS).

A graduate of the NHS Management Training scheme, she brings a wealth of operational, transformational and integration experience to the Trust.Carly's portfolio includes strategy development and monitoring, embedding partnership and working within the ICS including Provider collaboration and Place-Based Care development, annual planning, and health inequalities.Carly holds a Master of Business Administration (MBA) and is a Fellow of the Chartered Management Institute.
